I've heard that Viggo's eyes are a clear blue (not that I've ever seen in person, wah!), so I imagine they look hazel here because of the way they digitally tinted the film. I've always thought that the fact that they seem to change color actually works in book-canon favor, as grey eyes do tend to shift color depending on the light and the mood.
