That's a very interesting question. I lean toward them being the actual tack of the king, carefully preserved and maintained over the years--or perhaps as the originals degraded, every generation or so a hopeful seamstress made reproductions? They seem too ornate to have been hastily created upon or after Aragorn's arrival, since there wasn't much in the way of warning that the King was returning and there was only, what, 10 days between the Battle of the Pelennor and the Battle of the Morannon? I have no idea how long it would take to put together something as intricate as that. I also don't think that Denethor would use the tack, since he was a steward and not a king, but I say all that with the full admission that I'm no expert in that area!
If I knew more about fabric and the maintaining, repairing and preserving thereof, I'd write a little ficlet about it! Although I do wonder if someone already has.
